The PSPS idea has been a market driving force for years. The electric power distribution grid was not originally designed to be anything near as centralized or controllable as what has been envisioned for the future. Many engineers and programmers thoughout the country have been working to establish and manipulate micro-grids within the existing power distribution network. These micro-grids are controllable though the use of programmable circuit breakers and Programmable Logic Controllers. Once the micro-grids are created and calibrated they can then be used for whatever purpose suits the controller of the grid. For instance the Governor could then shut off power to one side of one street say for the purpose of preventing use of electric water pumps (well pumps) during a fire that is only threatening houses on one side of the street without shutting off power to the neighbors on the other side of the street (you are supposed to be impressed by this ability). Or the governor could use the micro-grid to shutt off power to just one house on a street in the middle of the night while the Israeli fire fighters enter that home in all black to perform a surprise fire inspection.
It was probably 2017 or 2018 that i saw a video of Gavin pushing PSPS because here he is October 25th 2019 with $900 million worth of legislated response to power companies maybe using that PSPS thing.
